    Background: The 17th session of the General Conference of the International Atomic Energy Agency opened in Vienna on Tuesday (18 September) with a record budget for 1974 -- mainly to compensate for the falling value of the United States dollar.

    The agency's budget for next year totals 25,064,000 US dollars (about 10,025,000 sterling), an increase of about 25 per cent since early 1973.

    At the opening session, the German Democratic Republic and Mongolia were elected to the Agency, bringing the total membership of the organisation to 105 nations.

    The Atomic Energy Agency's Director-General, Dr. Sigvard Eklund of Sweden was re-elected. He has been head of the Agency for twelve years.

    The Chairman of the Australian Atomic Energy Commission, Mr. R.W. Boswell, was elected President of the Agency.

    The General Conference, scheduled to last five days, will consider a report showing that 14 developing countries may be in the market for small and medium nuclear power reactors by 1980. The reactors would produce between 300 and 1000 megawatts of power.
