    THE BRITISH COMMONWEALTH SECRETARY, MR. ARTHUR BOTTOMLEY, AND THE ATTORNEY-GENERAL, SIR ELWYN JONES, LEFT SALISBURY YESTERDAY (SUNDAY) AT THE END OF THEIR TALKS WITH MEMBERS OF THE RHODESIAN CABINET. THE TWO MEN HAD REMAINED IN SALISBURY AFTER THE DEPARTURE OF THE BRITISH PRIME MINISTER, MR. WILSON, SO THAT THEY COULD DISCUSS THE TERMS OF REFERENCE FOR A ROYAL COMMISSION ON INDEPENDENCE. AT SALISBURY AIRPORT, MR. BOTTOMLEY TOLD NEWSMEN THAT THE TWO SIDES HAD ONLY BEEN ABLE TO AGREE TO A DOCUMENT WHICH SET OUT WHERE THEY AGREED, AND WHERE THEY DIFFERED, OVER THE TERMS OF REFERENCE FOR THE PROPOSED COMMISSION.

    NEWSMEN AND PHOTOGRAPHERS WERE ABOUT THE ONLY PEOPLE PRESENT TO WATCH THE TWO VISITING CABINET MEMBERS LEAVE. THEY CALLED AT DAR-ES-SALAAM IN TANZANIA ON THEIR WAY BACK TO LONDON FOR BRIEF TALKS WITH PRESIDENT NYERERE, AND AT NAIROBI IN KENYA FOR TALKS WITH PRESIDENT KENYATTA.

    IN DAR-ES-SALAAM, MR. BOTTOMLEY TOLD NEWSMEN: "WE HAVE AVERTED A UNILATERAL DECLARATION OF INDEPENDENCE BY IAN SMITH".
