    VICE-PRESIDENT HGUYEN CAO KY OF SOUTH VIETNAM TOOK A HARD LINE YESTERDAY (WEDNESDAY) AT A MAY DAY RALLY IN SAIGON ON CONDITIONS FOR VIETNAM PEACE TALKS. HE ATTACKED CRITICS OF THE VIETNAM WAR, SAYING IT WAS RIDICULOUS FOR PEOPLE WHO HAD NEVER SET FOOT IN THE COUNTRY TO DEMAND TROOP WITHDRAWALS, AND ADDED THAT SOUTH VIETNAM DID NOT WANT TO KEEP ANY FOREIGNERS WHO WANTED TO LEAVE.

    THE RALLY, ATTENDED BY ABOUT 3,000 PEOPLE, INCLUDING CONTINGENTS FROM VARIOUS LABOUR ORGANISATIONS, MARKED THE LAUNCHING OF A PROGRAMME TO ORGANISE SOUTH VIETNAMESE WORKERS INTO A CIVIL DEFENCE SCHEME. VICE-PRESIDENT KY TOLD THE ASSEMBLY: 'FREEDOM AND SOVEREIGNTY CANNOT BE GAINED BY BEGGING. WE MUST GET IT BY OUR OWN BLOOD AND SWEAT.' LATER IN THE DAY HE WAS TO TELL ANOTHER RALLY: 'WE WILL NEVER TALK WITH THE NATIONAL LIBERATION FRONT ABOUT PEACE, NEVER.' HE COULD NOT AGREE WITH THE ATTITUDE OF THOSE WHO HAD COME AS FRIENDS AND THEN TRIED TO GO AWAY ALSO IN THE NAME OF FRIENDS.
