    PRESIDENT TITO OF YUGOSLAVIA LEFT CAIRO FOR BELGRADE YESTERDAY (WEDNESDAY) AFTER A MONTH'S AFRO-ASIAN TOUR WHICH ENDED WITH FOUR DAYS OF TALKS WITH PRESIDENT NASSER ON THE MIDDLE EAST CONFLICT. LATER, SUMMING UP THE FOUR DAYS OF COMPREHENSIVE DISCUSSIONS WITH EGYPT'S PREMIER, PRESIDENT TITO EXPRESSED THE VIEW THAT ISRAEL WAS RESPONSIBLE FOR THE PRESENT IMPASSE, BUT SAID HE FELT THE UNITED STATES HELD THE KEY TO ITS SOLUTION.

    THE FINAL TALKS TOOK PLACE AT CAIRO'S KUBBAH PALACE; EARLIER THE TWO LEADERS HAD BEEN IN ASWAN, SOUTHERN EGYPT. SOME OF THEIR DISCUSSIONS TOOK PLACE PRIVATELY, OTHERS IN CONSULTATION WITH THEIR POLITICAL ADVISORS.

    SPEAKING LATER ON THE OUTCOME OF THE TALKS, PRESIDENT TITO DWELT ON THE MIDDLE EAST SITUATION. A POLITICAL SOLUTION, HE SAID, MUST STILL BE THE AIM, AND HE FELT A SOLUTION COULD BE ROUND THROUGH THE UNITED NATIONS. BUT WHENEVER A MAJORITY OF MEMBER STATES AGREED ABOUT A PROPOSAL THERE WAS ALWAYS ONE COUNTRY WHICH BLOCKED IT -- THE UNITED STATES. THE LEADERS ALSO DISCUSSED THE SITUATION IN SOUTH-EAST ASIA, DISARMAMENT PROBLEMS AND THE UNITED NATIONS CONFERENCE ON TRADE AND DEVELOPMENT (UNCTAD) NOW GOING ON IN NEW DELHI.
