    The Soviet Prime Minister Alexei Kosygin failed to appear at the opening session of the Supreme of the Russian Federation this week (Tuesday 11 December) lending strength to reports that he is seriously ill. The 75 years old Prime Minister has not been seen in public since mid-October.

    SYNOPSIS: Prime Minister Kosygin would usually sit next to the Communist Party leader, President Leonid Brezhnev. But his position was occupied by the party's Chief theoretician, Mikhail Suslov. Prime Minister Kosygin also missed the November 7 celebration of the Bolshevik Revolution.

    This is the annual meeting of the 'Russian Federation called to discuss and approve a budget and a plan for social and economic development. Mr Kosygin also missed the year-end session of the Supreme Soviet which approved next year's economic plan for the entire country.

    The Russian Federation, a part of the Union of Soviet Socialist Republics, has a population of more than a hundred million and a number of autonomous republics each with their own legislative and executive bodies represented at this meeting.
