    BRANDT (SEQ 8): "Abuses of human rights wherever in the world they occur, should be met by adequate action. The member parties of the Socialist International (indistinct) between these efforts and the policy detente. Therefore they approach themselves that in the name of human rights conservative forces put into danger what has been initiated in the period (indistinct) by the policy of detente."

    Speaking at a new conference after the meeting Herr Brandt said that grave concern was expressed about developments in Africa. But he indicated that there was no agreement on a call by French socialist delegates to condemn French President Valery Giscard d'Estaing for sending military planes to help Zaire. James Callaghan, who had earlier delivered a tough warning to the Soviet Union not to meddle in African affairs, told the news conference "The Soviet Union must understand you cannot have compartmentalised detente."

    Background: INTRODUCTION: In the Netherlands leading Social Democrats, mostly from western Europe, have been meeting to discuss East-West relations. After two days of talks they agreed to keep pressing the Soviet bloc to respect human rights and said that this aim was fully compatible with detente.

    SYNOPSIS: The conference was held at a hotel in Amsterdam, finishing on Sunday (17 April). Other topics discussed included how to stop the spread of nuclear weapons, East-West disarmament negotiations and the "north-south" dialogue between industrialised and developing nations.

    The conference brought together some of the most powerful men in present day politics. Among them -- Portuguese Prime Minister Mario Soares, former West German Chancellor Willy Brandt, Israeli Foreign Minister Yigal Allon, and British Prime Minister James Callaghan. Herr Brandt summed up on detente.
