THIS SEASON'S QUOTA HAS ALREADY BEEN OVERDRAWN, AND THE CHINESE SAY THEY CANNOT CONTINUE SUPPLIES BEYOND A FURTHER 500 MILLION GALLONS BECAUSE OF THEIR OWN IRRIGATION NEEDS.
