    Background: BULAWAYO - RHODESIA'S SECOND CITY - IS REPORTED QUIET TODAY (THURSDAY) AFTER AN OUTBREAK OF STONINGS, PICKET LINES AND CLASHES EARLIER IN THE WEEK IN WHICH ONE AFRICAN DIED. A HEAVY FORCE OF POLICE ARE ON DUTY IN THE CITY - AND THEY HAVE INSTRUCTIONS TO HUNT OUT AFRICANS SUSPECTED OF INTIMIDATING WOULD-BE WORKERS INTO STRIKING IN PROTEST AT RHODESIA'S ILLEGAL SEIZURE OF INDEPENDENCE.

    BULAWAYO HAS A LARGE AFRICAN COMMUNITY - AND IT WAS HERE THAT EFFORTS WERE MADE TO ORGANISE A STRIKE AGAINST THE SMITH GOVERNMENT. BUT AFTER ONE DAY WHEN SOME AFRICANS DID STAY AWAY FROM WORK, MOST MADE THEIR WAY TO SHOPS, OFFICES AND FACTORIES NORMALLY ON WEDNESDAY. SOME EMPLOYERS HAD WARNED THAT IMMEDIATE DISMISSAL WOULD FOLLOW ANY FAILURE BY WORKERS TO REPORT FOR DUTY.

    MEANWHILE, POLICE RIOT SQUADS IN BLUE DENIMS AND STEEL HELMETS - THE EUROPEAN ONES ARMED WITH SHOTGUNS AND RIFLES - ARE PATROLLING THE STREETS. LORRY LOADS OF POLICE ARE TO BE SEEN MOVING CONSTANTLY FROM ONE PART OF THE CITY TO ANOTHER. POLICE WATCHED ROADS ALONG WHICH MOST OF THE AFRICANS MADE THEIR WAY TO WORK - AND ARRESTED SOME MEN SUSPECTED OF STONE-THROWING. OUTSIDE THE HOUSING AREAS, POLICE HAVE BEEN PLACE TO STAND GUARD. THEIR JOB IS SAID TO BE TO PROTECT THE AFRICANS FROM ANY INTIMIDATION. POLICE CORDONED OFF SOME HOUSES AND SEARCHED THEM.

    (DURING THE DAY THREE OVERSEAS CAMERAMEN WERE ARRESTED WHILE FILMING A POLICE CORDON SIMILAR TO THIS ONE, BEING THROWN AROUND AN AFRICAN SUBURBAN RESIDENTIAL DISTRICT.)
