    TALKS ON MOVES TO GRANT EASIER LOAN TERMS TO THE DEVELOPING COUNTRIES OF ASIA, AFRICA AND LATIN AMERICA BEGAN IN PARIS TODAY (THURSDAY) AT THE START OF A TWO-DAY MEETING OF THE DEVELOPMENT ASSISTANCE COMMITTEE OF THE 21-NATION ORGANISATION FOR ECONOMIC CO-OPERATION AND DEVELOPMENT (OECD).

    THE MEMBER-NATIONS OF THE OECD ARE RESPONSIBLE FOR ABOUT 90 PER CENT OF AID TO DEVELOPING NATIONS. A DRAFT RESOLUTION PRESENTED TO THE CONFERENCE URGED MEMBER COUNTRIES TO HARMONISE AND EASE AID TERMS TO MEET A TARGET OF 25-YEAR MATURITIES, SEVEN YEAR "GRACE" PERIODS, AND THREE PER CENT INTEREST.

    IN GENERAL, THE MEETING WILL AIM AT EASING THE BURDEN OF DEBTS ON THE BORROWING COUNTRIES. THE PUBLIC EXTERNAL DEBT OF 37 LESS-DEVELOPED COUNTRIES ROSE IN THE EIGHT YEARS BETWEEN 1955 AND THE END OF 1963 FROM 7,000-MILLION DOLLARS TO 21,500-MILLION DOLLARS.

    (BRITAIN RECENTLY ANNOUNCED THAT SHE PROPOSED TO GIVE SOME OF THE POORER COUNTRIES INTEREST-FREE LOANS AS A CONTRIBUTION TO TRYING TO SOLVE THE GROWING PROBLEM OF THEIR DEBT BURDEN.)
