    RHODESIA'S WHITE MINORITY GOVERNMENT YESTERDAY (MONDAY) REJECTED A BRITISH PLAN TO END THE CRISIS CAUSED BY RHODESIA'S UNILATERAL DECLARATION OF INDEPENDENCE LAST YEAR. THE ANNOUNCEMENT WAS MADE IN SALISBURY BY THE RHODESIAN LEADER, MR. IAN SMITH, AFTER AN ALL-DAY CABINET MEETING TO CONSIDER THE PROPOSALS.

    THE PROPOSALS WERE BROUGHT BACK TO SALISBURY BY MR. SMITH FROM TWO DAYS OF TALKS WITH THE BRITISH PRIME MINISTER, MR. HAROLD WILSON, ABOARD A BRITISH NAVAL CRUISER OFF GIBRALTAR. THE ANNOUNCEMENT OF THEIR REJECTION CAME WELL AFTER THE DEADLINE SET BY WILSON FOR THE NOTIFICATION OF THE RHODESIAN DECISION. MR. SMITH EXPLAINED HIS GOVERNMENT WAS PREPARED TO ACCEPT PROPOSALS FOR FULFILLING BRITAIN'S SIX PRINCIPLES FOR AN INDEPENDENT RHODESIA, BUT REJECTED THE PROPOSED WAY OF PUTTING A CONSTITUTIONAL SETTLEMENT INTO EFFECT.
