    MANY OF THE REFUGEES THAT HAVE CROSSED THE RIVER JORDAN FROM THE ISRAELI-HELD WEST BANK, HAVE LEFT BEHIND THEM A REFUGEE CAMP. FOR IT IS KNOWN THAT AT LEAST 60,000 REFUGEES FROM THE 1948 ARAB-ISRAELI WAR FLED FROM THERE CAMPS NEAR JERICHO DURING THE FIGHTING AND IMMEDIATELY AFTER THE CEASEFIRE. NOW ONLY 4,000 REMAIN IN THE CAMPS WHERE THEY ARE STILL LOOKED AFTER BY THE UNITED NATIONS RELIEF AND WORKS AGENCY (UNRWA).

    THE ISRAEL CABINET HAS SAID THAT ISRAEL WILL ALLOW ARABS WHO FLED ACROSS THE RIVER JORDAN DURING THE FIGHTING TO RETURN TO THEIR HOMES ON THE WEST BANK PROVIDED THEY DO SO BY AUGUST 10TH. ISRAELI DEFENCE MINISTER MOSHE DAYAN VISITED THE REFUGEE CROSSING POINT AT THE ALLENBY BRIDGE. SPEAKING IN FLUENT ARABIC HE ADVISED THE REFUGEES TO STAY IN ISRAEL. MOVING ALONG A LINE OF 20 LORRIES, PILED HIGH WITH PERSONAL BELONGINGS, THE GENERAL TOLD THE REFUGEES TO THINK AGAIN.

    ACCORDING TO MR JOHN REDDAWAY, THE U.N. RELIEF AGENCY'S DEPUTY COMMISSIONER, 80 PER CENT OF THE ARABS WHO HAD CROSSED THE RIVER JORDAN BY SUNDAY WERE ALREADY REGISTERED IS PALESTINIAN REFUGEES. HE SAID THAT AT LEAST 60,000 REFUGEES HAD LEFT THE THREE CAMPS NEAR JERICHO. HE THOUGHT THE MAIN MOTIVE FOR THE MASS EXODUS WAS FEAR OF WHAT THE ISRAELIS MIGHT DO.

    MR REDDAWAY SAID AT A PRESS CONFERENCE THAT ABOUT 70,000 PEOPLE WERE NOW CROWDED INTO SCHOOLS AND OTHER PUBLIC BUILDINGS ON THE EAST BANK OF THE RIVER JORDAN. HE SAID UNRWA'S MAIN NEED AT THE MOMENT WAS FOR TENTS TO ESTABLISH FIVE NEW REFUGEE CAMPS. UNRWA HAD RECEIVED ONLY 2,000 OF THE 20,000 FAMILY TENTS NEEDED, HE SAID.

    IN A SURPRISE MOVE ON SUNDAY THE ISRAELI GOVERNMENT ANNOUNCED THAT REFUGEES WHO HAD CROSSED TO THE EAST OF THE RIVER JORDAN COULD RETURN TO THEIR HOMES IN THE WEST, PROVIDED THEY DID SO BY AUGUST 10TH. MANY OF THE REFUGEES HAD NOT HEARD THE NEWS WHEN ISRAELI DEFENCE MINISTER MOSHE DAYAN ARRIVED AT THE ALLENBY BRIDGE ON MONDAY TO ADVISE THE REFUGEES NOT TO LEAVE. GENERAL DAYAN, WEARING DARK GLASSES INSTEAD OF HIS EYE PATCH, MOVED AMONG THE REFUGEES SPEAKING TO THEM IN FLUENT ARABIC. HE ADVISED THEM NOT TO GO BUT STAY IN THEIR HOMES WHERE THEIR RELATIVES COULD FIND THEM. HE SAID RELATIVES COULD BE RETURNED THROUGH THE RED CROSS.

    THE U.N. COMMISSIONER-GENERAL FOR PALESTINE REFUGEES HAS ALSO URGED "ALL CONCERNED" TO ENCOURAGE REFUGEES TO RETURN TO THEIR HOMES ON THE ISRAELI-OCCUPIED WEST BANK OF THE RIVER JORDAN.
