Background: INTRODUCTION: Alejo Santos, the newly-nominated Opposition Nacionalista Party candidate for the Philippines Presidency, told a rally in San Fernando on Saturday (16 May) that he would only serve as President for a short time if he was elected. Attacking what he called the Marcos regime's "manipulation" of the constitution, he promised a convention on the issue and said he would step down as soon as a new constitution was agreed.

SYNOPSIS: This was Santos' first public appearance since his candidacy for the June 16 election was announced. His party is bitterly divided. A breakaway faction led by his brother, former Speaker Jose Laurel, plans to boycott the polls. Santos was introduced by his campaign manager, Assemblyman Francisco Tatad, formerly Minister of Public Information in the Marcos Government.
