    Iran's unofficial Opposition leader, the Ayatollah Khomeiny., would probably not announce his provisional Islamic government on his return to Teheran, informed sources said in Paris on ?Wednesday (31 January). The Ayatollah had said only three days previously that he would announce his administration as soon as he returned. Before leaving France for Iran early on Thursday (1 February), the Ayatollah thanked the French government and people for their hospitality.

    SYNOPSIS: As his fifteen-year exile was drawing to a close, heavy security was maintained at the Ayatollah's house in Neauphle-le-Chateau, the village southwest of Paris which had been his headquarters since he came from iraq late last year. He has repeatedly called illegal the government of Prime Minister Shapur Bakhtiar, whom the Shah appointed just before his forced departure from Teheran on the sixteenth. On Wednesday (31 January), a spokesman gave details of the Ayatollah's departure, which the previous five days. He had been thwarted by Dr. Bakhtiar's government closing all airports in Iran.

    Reuters news agency reported on Wednesday that the Ayatollah's delay in announcing his government could mean he was prepared to keep avenues open to negotiating a political solution with Dr. Bakhtiar's government. Yet, the London newspaper, the Guardian reported the same day that the Ayatollah might feel he had little choice but to pursue a hardline stand of refusing andy compromise. He had been largely credited with driving the Shah out of Iran.

    The Guardian said that any half measures, such as negotiating with a government he has termed illegal, would be fatal for his religious and political power. His leader ship had sprung from his long record of refusing to deal at nay level with the Shah's regime, including Dr. Bakhtiar.
