    THE 13TH CONFERENCE OF THE COMMONWEALTH PARLIAMENTARY ASSOCIATION GENERAL COUNCIL OPENED IN KAMPALA, UGANDA, YESTERDAY (MONDAY) ATTENDED BY 150 DELEGATES FROM 30 COMMONWEALTH COUNTRIES. MR. WILLIAM KALEMA, UGANDAN MINISTER OF COMMERCE AND INDUSTRY, AND CURRENT CHAIRMAN OF THE COUNCIL, MADE THE OPENING ADDRESS.

    MR. KALEMA SAID AT THE OPENING THAT UGANDA, LIKE OTHER AFRICAN COUNTRIES, WAS UNDERGOING TRANSFORMATION IN EVERY FIELD OF LIFE. HE URGED AFRICAN COUNTRIES TO MAKE EVERY EFFORT TO CATCH UP AND KEEP UP WITH WORLD PROGRESS.

    YESTERDAY'S OPENING ONLY BEGAN THE FIRST STAGE OF THE CONFERENCE WHICH COVERS PRELIMINARY SESSIONS BEFORE THE DELEGATES SPLIT INTO THREE GROUPS FOR A WEEK'S TOUR OF UGANDA, VISITING NATIONAL PARKS, AGRICULTURAL ESTATES AND FACTORIES.

    THE CONFERENCE WILL BE OFFICIALLY INAUGURATED ON OCTOBER 26TH, BY PRESIDENT MILTON OBOTE.

    COUNTRIES SENDING REPRESENTATIVES RANGE FROM THE COMMONWEALTH'S NEWEST INDEPENDENT MEMBERS SUCH AS BOTSWANA AND LESOTHO TO NATIONS LIKE AUSTRALIA AND CANADA. ORIGINALLY FOUNDED IN 1911, THE ASSOCIATION AIMS AT UNDERSTANDING AND COOPERATION AMONG MEMBER COUNTRIES.
