    THE CONTEST BETWEEN STATE RIGHTS AND FEDERAL AUTHORITY IN AMERICA REACHED A HIGHER LEVEL OF TENSION YESTERDAY (WEDNESDAY) WHEN A 29-YEAR OLD NEGRO WAS AGAIN REFUSED ADMISSION TO THE ALL-WHITE STATE UNIVERSITY OF MISSISSIPPI AT OXFORD. WHILE STATE OFFICIALS AND POLICE BLOCKED THE PATHWAY TO THE UNIVERSITY, MR. ROBERT KENNEDY, THE UNITED STATES ATTORNEY GENERAL, SAID IN WASHINGTON THAT TROOPS WOULD BE USED IF NECESSARY TO ENFORCE HIS ADMISSION.

    JAMES MEREDITH, THE YOUNG NEGRO, WAS ESCORTED BY FEDERAL MARSHALLS WHEN HE ARRIVED AT THE UNIVERSITY FOR HIS THIRD ATTEMPT TO ENROL. DEPUTY-GOVERNOR PAUL JOHNSON, BACKED UP BY UNIFORMED STATE POLICE, BARRED THEIR WAY. "I AM GOING TO HAVE TO REFUSE YOU ON THE SAME GROUNDS THE GOVERNOR DID," HE SAID. THEN FEDERAL ATTORNEY JOHN DOAR REMINDED HIM THAT A FEDERAL COURT HAD ORDERED THE ADMISSION. HE ALSO TRIED TO SERVE A CONTEMPT CITATION AGAINST GOVERNOR BARNETT, WHO WAS ABSENT BECAUSE HIS PLANE WAS DELAYED. JOHNSON REFUSED IT.

    FOR FIVE MINUTES THE FEDERAL MARSHALS TRIED TO FORCE A PASSAGE THROUGH THE CORDON OF STATE POLICE, BUT FAILED. FINALLY, MR. MEREDITH AND THE FEDERAL MARSHALS GOT BACK INTO THEIR CARS TO DRIVE BACK TO THE AIRPORT. MR. JOHNSON PRAISING THE STATE POLICE FOR THEIR "EXEMPLARY BEHAVIOUR" SAID ANY VIOLENCE WHICH MIGHT HAVE DEVELOPED WOULD HAVE BEEN THE DIRECT RESPONSIBILITY OF THE FEDERAL OFFICIALS.

    GOVERNOR BARNETT, WHO CLAIMS THAT MISSISSIPPI IS A SOVEREIGN STATE AND THEREFORE STATE WRIT TAKES PRECEDENCE OVER FEDERAL LAW, BELIEVES THAT ANY MINGLING OF THE RACES IN SCHOOLS, RESTAURANTS, OR ON THE PLAYGROUND IS LIKELY TO LEAD TO WHAT HE CALLS "MONGRELISATION" OF THE WHITE RACE.
