    Uganda's new national university was inaugurated yesterday (Thursday) in a colourful ceremony attended by four heads of state. President Milton Obote -- installed as the first chancellor of Makerere University, Kampala -- was accompanied at the ceremony by Kenya's President Kenyatta, Zambia's President Kaunda and President Nyerere of Tanzania.

    The inauguration came on the eve of Uganda's independence anniversary. But celebrations are being restricted to formal functions because of the death of President Nasser.

    Kenya, Tanzania and Uganda decided earlier this year to make their university colleges into full universities. They previously comprised the University of East Africa. The leaders of the three countries had met in Entebbe on Wednesday for East African Authority talks. They were joined on Thursday by President Kaunda.
