    PRINCE NORODOM SIHANOUK, THE CAMBODIAN HEAD OF STATE, WAS PRESENT...DIPLOMATS WERE THERE, TOO. A REPRESENTATIVE OF THE CHINESE PEOPLE'S REPUBLIC WORE A MAO TSE-TUNG BADGE.

    THE PRINCE LIGHTED THE FIRST FLOAT -- A SYMBOLIC GESTURE -- AS DUSK FELL. THIS WAS FOLLOWED BY A PROCESSION OF ILLUMINATED BOATS DOWN THE TONLE SAP RIVER.
