    Synchr. T. Jhivkov: " Dear comrades, delegates and guests The Xth congress of BCP begins its work in an atmosphere of a business-like and at the same time holiday mood in this hall and all over the country as well. And this is absolutely natural: the years, passed from the IXth congress were very successful and this fills our hearts with joy and pride ..."



    Dimitrov's: "It is necessary by means of industrialization and electrification of the country and mechanization of agriculture and stockbreeding to achieve that, what other countries and in other conditions have done for a whole century".



    Synchr. G.Dim.: "...Comrades, let us not deceive ourselves that in our party there are not some people, who cherish the illusion, that our road will be a smooth one.



    A smooth as the pavement in front of the National Assembly. We know, that this road is a difficult one and full of hardships, but it is the only salutary road to the working class, the people and our country."

During the period under review in the centre of attention of our party and her central committee were the complex and versatile problems of Socialist society in Bulgaria, of the growth and development of Socialist economy and culture. The principal and determining direction of their activities was the desire to accomplish the tasks, outlined by the IXth congress: the further building of the material and technical basis of Socialism, further perfection of the already existing Socialist relations of production raising the Socialist conscientiousness of the working masses and raising the standard of living of the people. On the basis of profound analysis of the major factors of economical growth and the increased capacities of the country the IXth congress stressed particularly not the vital necessity for proceeding towards intensive development of the economy and for raising its rentability and efficiency..."

To enure the further general advance of agriculture it is necessary to work with a new approach, such an approach, as the one, outlined by the April plenary session of the Central committee of the CP last year, which worked out a new idea about the concentration of agriculture and its growth and development on an industrial basis. The introduction of industrial technology in the production and industrial methods of management is a decisive direction of development of the scientific and technical progress in agriculture and the major factor for its further advance and intensification."

    Background: In sunny Sofia spring is in full bloom, which makes her million smile even more cheerful. And yet, there must be some other, extra reason for this solemn atmosphere?
    April the 20th, 1971! - This was the opening day of the Xth congress of the Bulgarian Communist Party (BCP), a major political and social event which takes place once in five years.

    Among the honoured guests we see the heads of the Socialist and Communist parties of many countries with Leonid Brezhnev heading the list.

    At this congress the BCP reported to the people on the fulfilment of the 5th five-year plan and outlined an impressive programme for the next five years (1971-1975).

    These shots have been taken some 20 years ago.

    In 1933 in Leipzig there was framed up a trial against a man, who had, puprportedly, put the Reichstag on fire. In his defence speech this man smashed to pieces the trumped up indictments and was set free under the cheers of the whole democratic world. This man was George Dimitrov, prominent working-class leader and Comintern (the Communist International) functionary. After Leipzig Dimitrov emigrated to the Soviet Union, because he was refused entry visa to Bulgaria by the then Fascist government. And here we see the return of Dimitrov to his country (December 1945) and the welcoming crowd. He was appointed head of the CP and Premier Minister.

    Successively there were executed the major Socialist actions: the agrarian reform, Nationalization of gross private enterprises (1947), the gradual collectivization of agriculture and stockbreeding (it was ended in the early fifties).

    In 1948, when the traces from the bomb raids were still noticeable in the streets and buildings of Sofia the Vth CP congress took place (then the Party was named Bulgarian Workers' Party (Communists/). And then Dimitrov said the prophetical words:
    And everyone, who visits Bulgaria nowadays can see, that Dimitrov's words have come true. A few countries in the world after the war can boast of such a rate of growth as Bulgaria except Japan.

    And in fact this road was difficult but pretty soon it proved to be a fruit bearing one. The collectivisation of the small peasants led to the creation of powerful concentration in big cooperative farms, which began introducing agricultural machines and applying new, scientific methods. Labour efficiency shot up rapidly The first big dams and irrigational systems (channels) were built and power production began its fantastic growth, which put Bulgaria today among the most advanced countries in the world in this field per capita (on the level of Franco, much above the average world level and higher than Italy) already on the same level with of such industrially advanced country as France.

    Today these old shots astonish us, but those who remember those days cannot help getting the mixed feeling of sweet nostalgia and pride...

    The enormous investments and heroic efforts of the whole people brought to the convection of the poor, underdeveloped agrarian country in an advanced industrial one, producer of various machines, (only agricultural machines more than 300) instruments, ships. Especially proud is Bulgaria with its production of electrical equipment and electric (hoist) trucks.

    So now Bulgaria is the greatest world exporter of electric trucks, having more than 60 clients abroad and by the total production of these trucks it is second to the United States only.
    The appearance of the Bulgarian village has completely changed, but the ambitious tasks, outlined in the official document of BCP "Directives for further economic growth" will change it even more. The process of creating powerful agricultural trusts bearing the name "agrarian and industrial complexes" has already begun. This means further concentration and intend suffocation of production and introduction and in ten suffocation of production and introduction of most modern machinery and equipment in aid of the Bulgarian peasant, though even now hi revenue matches this of the intelligentsia and the industrial worker.

    The major economic problem now is the building of ADVANCED Socialist society and parallelly with this problem goes the amelioration of the standard of living. According to the BCP Programme, the other important document, accepted by the Xth congress, in 5 years the living standard will increase with 25-30%.

    In order to grasp fully what is the reason for the genuine strong ties between the Soviet Union and Bulgaria, one must remember, that in 1877-78 the Russian troops shed their own blood to liberate Bulgaria from Turkish yoke and that Bulgarians are Slavs as well.

    Brezhnev's presence at the Xth Congress of BCP was by far not incidental and naturally everybody as delighted to see him in the hall and listen to his 30-minute speech.

    Founded 80 years ago ( left portrait from the three is that of the founder Dimiter Blagoev the other two being Lenin, middme, and George Dimitrov, right) as social-democratic party, the BCP fought its way through the hardships of fascism hand in hand with the BZNS (the Agrarian Party). BCP headed the resistance against fascism during the war, organising string guerilla movement and now, being in power it leads the efforts of the whole nation for social and economic progress.

    April is connected with several memorable moments in its history: in 1956 in April took place the famous plenary session of the central committee which did away with the cult of personality and brought to life the Leninist principles of part life; last year in April took place another important plenary session of the CC, which was mentioned in TJ' speech(on p.5 here) and no the Xth Congress again.

    Seeing Brezhnev talking to Bulgarian President George Traikov, leader of the Agrarian Party, it is interesting to point out, that the Bulgarian National Assembly has the following composition: BCP Members, 50%, Agr.Party, 30% and independent, 20% (in fact, they are members of the National Front, the most popular and numerous Party).

    Honoured guests at the Xth Congress were 89 delegations from 82 countries, but particularly warmly the audience met the leaders of the delegations from the other fraternal Socialist countries.

    Deeply touched with the Declaration of the Congress on Indochina crisis was the leader of North Vietnam delegation Nguen Zuy Chin.

    A storm of applause burst out when Alois Indra aid, that the political situation in Czechoslovakia is already stabilized.

    The opinion of all interviewed guests was unanimous: very high estimation of the York of the congress and many of them panted out, that their participation was very instructive and useful to them person to their future work as well.
