    THE LEADER OF THE RHODESIAN REGIME, IAN SMITH, TONIGHT (SATURDAY) IN SALISBURY WON A RAZOR-THIN VOTE FROM HIS RHODESIAN FRONT PARTY IN FAVOUR OF HIS PLANS FOR THE COUNTRY'S CONSTITUTIONAL FUTURE. EARLIER TODAY, THE DIVISION IN THE RHODESIAN FRONT DEEPENED WITH RIGHT-WING DEFECTIONS IN PROTEST AT THE PARTY'S FAILURE TO APPROVE AN APARTHEID-STYLE CONSTITUTION.

    THE MEETING, A SPECIAL CONGRESS OF THE PARTY, SUPPORTED BY 217 VOTES TO 206 THE CONSTITUTIONAL PROPOSALS APPROVED BY MR. SMITH, THE PROPOSALS WERE WORKED OUT BY MR. SMITH AND THE PARTY EXECUTIVE TWO MONTHS AGO AS THE BASIS FOR A FUTURE CONSTITUTION. ALTHOUGH THEY DO NOT GO FAR ENOUGH FOR THE RIGHT-WINGERS, THE PROPOSALS HAVE STRONGLY APARTHEID-LIKE ASPECTS.

    THE PROPOSALS CALL FOR THE SETTING UP OF SEPARATE WHITE AND AFRICAN PARLIAMENTS AFTER A TRANSITIONAL PERIOD OF FIVE YEARS. IAN SMITH IS REPORTED TO HAVE ANNOUNCED TO THE CONGRESS YESTERDAY: "I BELIEVE IN SEPARATE DEVELOPMENT". THIS IS THE PROGRAMME FOLLOWED BY NEIGHBOURING SOUTH AFRICA IN ITS APARTHEID POLICIES.
