    Background: THE WESTERN POWERS IN BERLIN YESTERDAY (SATURDAY) PROTESTED STRONGLY AT NEW MEASURES ANNOUNCED BY THE GERMAN DEMOCRATIC REPUBLIC TO RESTRICT THE MOVEMENT OF EAST GERMANS ALONG THE BORDER WALL WITH WEST BERLIN. WITHIN A FEW HOURS OF THE ANNOUNCEMENT, EAST GERMAN GUARDS WERE ERECTING A NEW BARBED WIRE FENCE BLOCKING OFF A PROHIBITED ZONE, 100 YARDS (91 METRES) WIDE, ALL ALONG THE EAST SIDE OF THE WALL.

    A STATEMENT ISSUED BY THE WESTERN POWERS DESCRIBED THE MOVE AS "THE LATEST AND MOST BRUTAL IN THE LONG CHAIN OF ACTS TAKEN SINCE AUGUST, 1961" -- WHEN THE WALL DIVIDING BERLIN WAS BUILT. THE STATEMENT MAINTAINED THAT THE NEW RESTRICTION" IN NO WAY IMPEDED THE RIGHT OF THE ALLIES TO MOVE FREELY IN ALL PARTS OF GREATER BERLIN."
    IN BONN, A SPOKESMAN FOR THE FEDERAL GERMAN GOVERNMENT SAID THE TIMING OF THE EAST GERMAN ANNOUNCEMENT "PROVED THAT IT WAS PART OF THE DISRUPTIVE ACTIONS EXPECTED FOR THE VISIT OF PRESIDENT KENNEDY." THE SPOKESMAN ADDED: "APPARENTLY THE MAIN PURPOSE IS TO PREVENT THE PEOPLE OF EAST BERLIN FROM SEEING WITH THEIR OWN EYES THE DEMONSTRATION OF BERLINERS FOR GERMAN-AMERICAN FRIENDSHIP."
