    MOST OF THOSE KILLED AND LEFT HOMELESS LIVED IN SEOUL AND A GOVERNMENT RELIEF COMMITTEE HAS DESCRIBED THE FLOODS AS THE WORST IN DECADES.

    ON MONDAY, A FURTHER FOUR INCHES OF RAIN WHIPPED INTO SEOUL MAKING HOMELESS ANOTHER 20,000 AND BRINGING THE TOTAL IN TEN DAYS TO 60,000.

    THE SAME DAY THE UNITED STATES ARMY REPORTED EVACUATING MORE THAN 5,000 PEOPLE FROM FLOOD-STRIKEN AREAS ALONG THE HAN RAVER WHICH SKIRTS SEOUL AND IS THREATENING TO FLOOD PART OF THE CAPITAL.

    THE GOVERNMENT BANNED TRAFFIC ON TWO BRIDGES OVER THE RIVER WHEN THE WATER LEVEL OVER ITS 23-FOOT DANGER MARK. MANY TELEPHONE AND POWER LINES ARE DOWN IN SEOUL.

    MOST OF THE HOMELESS IN THE CAPITAL HAVE 'FLOATED' OR CARRIED THEIR FEW POSSESSIONS TO HIGH GROUND ON THE OUTSKIRTS OF SEOUL.
