    PRESIDENT MIGUEL YDIGORAS FUENTES CALLED IN THE ARMY, MARCH 16, TO IMPOSE MARTIAL LAW IN THE CITY. THE RIOTERS, HE SAID, WERE INSPIRED BY THE REGIME OF PREMIER CASTRO OF CUBA.

    IN RUNNING STREET BATTLES AGAINST GOVERNMENT TROOPS AND POLICE, THE MOB OVERTURNED CARS AND TRUCKS, SAVAGED THEIR OCCUPANTS ON THE PAVEMENT WITH KICKS AND STONES. THE VEHICLES THEY SET ON FIRE AND RIPPED BITS OF THE PAVEMENT AS AMMUNITION AGAINST THE FIRINGS TROOPS AND POLICE.

    WHILE AMBULANCE MEN TRIED TO DISENGAGE THE DEAD AND WOUNDED, MORE STUDENTS - THEY CHARGE THE GOVERNMENT WITH ELECTORAL FRAUD LAST DECEMBER AND ADMINISTRATIVE CORRUPTION - STORMED INTO A CEMETERY AND HURLED MARBLE, GRAVEL AND FLOWER HOLDERS AT THE PURSUING TROOPS.

    MARCH 19, REINFORCEMENTS OF TRUCKLOADS OF TROOPS, SOME WITH MACHINE GUNS, ROARED THROUGH THE STREETS AS THE STUDENTS REVIVED THEIR REVOLT, SEIZING CITY BUSES TO FORM A BARRICADE OF THEM TO HALT TRAFFIC, REPORTS SPOKE OF GUN FIRE IN THE RESIDENTIAL QUARTER; THERE WERE NO REPORTS OF CASUALTIES.

    THE SAME DAY, THE STUDENT LEADERS SAID ONLY THE RESIGNATION OF PRESIDENT YDIGORAS FUENTES WOULD LEAD THEM TO HALT THEIR CAMPAIGN. LATER THAT DAY CAME THE NEWS OF THE PRESIDENT'S COMPLAINT TO THE ORGANISATION OF AMERICAN STATES THAT GUATEMALA WAS SUFFERING AGGRESSION FROM CUBA.

    GUATEMALA'S UPHEAVAL IS A RE-ERUPTION OF THE LEFT-WING REVOLUTION OF 1944 WHEN THE LEADERS OF HER THREE MILLION PEOPLE TURNED AS CUBAS' LEADERS TURN TODAY, TO THE SOVIET UNION FOR SUPPORT, GUATEMALA'S PRO-COMMUNIST REGIME WAS OVERTHROWN WITH UNITED STATES HELP IN 1954.
