    THE FIRST FORMAL SESSION OF THE VIETNAM PEACE TALKS WAS HELD IN THE INTERNATIONAL CONFERENCE CENTRE IN PARIS YESTERDAY (SATURDAY). DURING THE SIX-AND-A-HALF-HOUR MEETING EACH OF THE CHIEF NEGOTIATORS FOR THE FOUR MAIN PARTIES IN THE WAR SPOKE AT LENGTH, OUTLINING THEIR BASIC POSITIONS.

    THE CHIEF SPOKESMAN FOR THE NATIONAL LIBERATION FRONT AT THE MEETING WAS MR. TRAN BUU KIEM. HIS SPEECH, WHICH OPENED THE PROCEEDINGS, LASTED FOR NINETY MINUTES.

    BOTH MR. KIEM AND THE NORTH VIETNAMESE LEADER, MR. XUAN THUY, ATTACKED AMERICAN AGGRESSION'. AFTERWARDS, MR. THUY SAID THAT THEY HAD DECLARED IN THE CONFERENCE ROOM THAT THE UNITED STATES HAD GREETED THE SOUTH EAST ASIAN CRISIS BY SETTING UP THE 'SAIGON ADMINISTRATION' TO SERVE AGGRESSIVE ENDS.

    THE LEADER OF THE SOUTH VIETNAMESE DELEGATION, MR. PHAM DANG LAM, TOLD PRESSMEN THAT HIS SPEECH TO THE SESSION HAD CONCERNED THE ORIGINS OF THE WAR, WHICH HE ATTRIBUTED DIRECTLY TO NORTH VIETNAMESE AGGRESSION, AND INDIRECTLY TO A GENERAL COMMUNIST EXPANSIONIST POLICY.

    MR. HENRY CABOT LODGE OF THE UNITED STATES TOOK OVER FROM MR. AVERELL HARRIMAN THIS WEEK. HIS SUGGESTION AT THE MEETING OF AN IMMEDIATE RESTORATION OF THE DEMILITARISED ZONE BETWEEN NORTH AND SOUTH VIETNAM WAS REJECTED BY NORTH VIETNAM AND THE NLF.

    THE NEXT SESSION FOR THE PEACE TALKS IS TO BE ON THURSDAY (30 JANUARY).
