    14 MEMBER NATIONS OF THE NORTH ATLANTIC TREATY ORGANISATION (NATO) TODAY (WEDNESDAY) AGREED TO SET UP A NEW PERMANENT BODY WHICH WILL GIVE WEST GERMANY AND OTHER NON-NUCLEAR MEMBERS A GREATER SHARE IN NUCLEAR PLANNING, ACCORDING TO REPORTS REACHING LONDON. THE NEW BODY WILL BE KNOWN AS THE NUCLEAR DEFENCE AFFAIRS COMMITTEE.

    THE COMMITTEE, SAID THE REPORT, WOULD BE OPEN TO ALL 14 NATIONS BUT LUXEMBOURG AND ICELAND, WHICH HAS NO ARMED FORCES, WOULD NOT TAKE PART IN IT. FRANCE, WHICH IS AGAINST NATO MILITARY INTEGRATION IN ANY FORM, HAS BOYCOTTED THE WORK OF THE OLD MCNAMARA COMMITTEE WHICH MADE RECOMMENDATIONS FOR THE ESTABLISHMENT OF THE NEW BODY. THE NEW COMMITTEE WILL HAVE A SMALLER NUCLEAR PLANNING GROUP OF 11 OF WHICH FOUR WILL BE PERMANENT MEMBERS -- UNITED STATES, BRITAIN, WEST GERMANY AND ITALY, ACCORDING TO THE REPORTS. THE OTHER SEVEN WILL ROTATE FOR AN 18-MONTH PERIOD FOR THREE SEATS. THE FIRST THREE WILL BE TURKEY, CANADA AND THE NETHERLANDS. NORWAY HAS SAID IT DOES NOT WANT A SEAT ON THE PLANNING GROUP.

    EARLIER THE NATO DELEGATES HAD ANALYSED THE MILITARY CAPABILITIES OF THE WARSAW PACT COUNTRIES BEHIND CLOSED DOORS. THE MINISTERS WERE TAKING PART IN DISCUSSION OF A REPORT ON THE ALLIANCE'S DEFENCE PREPAREDNESS FROM ITS TOP MILITARY CHIEFS.

    SEVERAL TOP NATO MINISTERS HELD A SERIES OF PRIVATE BILATERAL MEETINGS TODAY TO DISCUSS EAST WEST RELATIONS, VIETNAM, RHODESIA, THE COMMON MARKET, AND A HOST OF OTHER WORLD PROBLEMS.
