Background: THERE'S STILL A LONG WAY TO GO BEFORE FINAL OFFICIAL RESULTS IN THE PHILIPPINE ELECTIONS ARE DECLARED, BUT THE LATEST OFFICIAL FIGURES ISSUED BY THE ELECTION COMMISSION - BASED ONLY ON ONE THIRD OF THE TOTAL COUNT -- GIVE THE OPPOSITION CANDIDATE FOR THE PRESIDENCY A SLIGHT LEAD. SENATOR FERNANDO MARCOS IS CREDITED WITH 1,443,790 VOTES WHILE PRESIDENT MACAPAGAL HAS 1,330,122 IN HIS EFFORT TO GAIN RE-ELECTION.

YESTERDAY (THURSDAY) SENATOR MARCOS CLAIMED AN UNBEATABLE LEAD OVER PRESIDENT MACAPAGAL, BUT THE PRESIDENT ISSUED A STATEMENT SAYING THE CLAIM WAS PREMATURE AND THAT THE TABULATION OF THE OFFICIAL RETURNS WAS NOT YET COMPLETE.

ABOUT 10 1/2 MILLION OUT OF THE TOTAL FILIPINO POPULATION OF 27-MILLION WERE EXPECTED TO TURN OUT FOR THE POLLS ON TUESDAY. THEY WERE VOTING FOR THE PRESIDENT, VICE PRESIDENT, EIGHT OF THE 24 SENATORS AND THE ENTIRE 104 MEMBERS OF THE HOUSE OF REPRESENTATIVES. THE PRESIDENTIAL ELECTION WAS EXPECTED TO BE THE CLOSEST IN THE 19-YEARS OF THE REPUBLIC'S LIFE.

(PRESIDENT MACAPAGAL, 55, IS STANDING FOR A SECOND TERM AGAINST THE SENATE PRESIDENT, 48-YEAR-OLD LAWYER, FERDINAND MARCOS. BOTH FAVOUR A PRO-UNITED STATES POLICY AND ARE ANTI-COMMUNIST. THE THIRD PRESIDENTIAL CANDIDATE IS SENATOR MANGLAPUS, WHO FORMED THE PARTY FOR PHILIPPINE PROGRESS EARLIER THIS YEAR. HE ADVOCATES A SPREAD-THE-WEALTH PROGRAMME, AND AT THE ONE THIRD STATE IN THE COUNT WAS CREDITED WITH 202,938 VOTES.)
