    THE EGYPTIAN GOVERNMENT LAST WEEK ORDERED A BLACK-OUT IN CAIRO AND ALEXANDRIA. BY YESTERDAY (21 FEBRUARY), ALL STREET LIGHTS AND NEON SIGNS HAD BEEN TURNED OFF, AND CAR HEADLIGHTS HAD BEEN COATED WITH BLUE PAINT IN COMPLIANCE WITH THE ORDER.

    IF NOT PAINTED, WINDOWS OF BUILDING MUST BE COVERED WITH HEAVY CURTAINS OR OPAQUE PAPER. THE INTERIOR MINISTRY HAS SAID THAT VIOLATORS OF THE BLACK-OUT WILL BE SEVERELY PUNISHED.

    THIS MEASURE IS PART OF PRESIDENT NASSER'S REACTION TO ISRAELI AIR RAIDS DEEP INTO EGYPTIAN TERRITORY, GIVEN ADDED URGENCY BY THE BOMBING OF A CIVILIAN FACTORY ON THE OUTSKIRTS OF CAIRO LAST WEEK THAT KILLED 70 WORKERS.
