    THE SAIGON GOVERNMENT, IN A LUNAR YEAR GESTURE, FREED 28 NORTH VIETNAMESE WAR PRISONERS YESTERDAY (FRIDAY). THE PRISONERS WERE RELEASED SHORTLY AFTER A CEREMONY HELD IN QUANG TRI, NEAR THE DEMARCATION LINE WHICH SEPARATES THE TWO VIETNAMS.

    ORIGINALLY 30 PRISONERS WERE TO HAVE CROSSED THE DEMARCATION LINE AT THE BEN HAI BRIDGE BUT AT THE CEREMONY, TWO OF THEM CHANGED THEIR MINDS AND DECIDED TO STAY IN THE SOUTH. THEY WERE SAID TO BE VIETCONG, PRESUMABLY OF SOUTH VIETNAMESE ORIGIN.

    ACCORDING TO AMERICAN SOURCES IN SAIGON, ABOUT HALF OF THE 2,500 PRISONERS OF WAR BEING HELD IN SOUTH VIETNAM ARE NORTH VIETNAMESE. ALL ARE ENJOYING RIGHTS PROVIDED FOR BY THE GENEVA CONVENTION ON PRISONERS OF WAR.

    AS THE PRISONERS, 10 OF THEM HOBBLING ON CRUTCHES, CROSSED THE BRIDGE, THEY RIPPED OFF SHIRTS AND TROUSERS GIVEN THEM BY THEIR CAPTORS AND HURDLED THEM DEFIANTLY INTO THE RIVER.

    NORTH VIETNAMESE POLICE RAN FORWARD THROUGH THE ICY WIND AND RAIN TO THROW UNIFORM JACKETS ROUND THE PRISONERS BARE SHOULDERS AND TO HELP THE WOUNDED.

    (IN PHNOM PENH, THE CAMBODIAN CAPITAL, NORTH VIETNAM'S REPRESENTATIVE SAID THAT THERE COULD BE TALKS BETWEEN WASHINGTON AND HANOI IF THE UNITED STATES STOPPED RAIDS ON THE NORTH).
