    Flood water, surging over the banks of the River Paraguassa in North East Brazil, has caused wide-spread destruction and misery in the states of Bahia and Pernambuco. As the waters subsided March 16, farmers and townspeople began the uphill task of salvaging from the all enveloping mud and silt.

    Thousands of inhabitants were forced to flee from their homes and farmsteads. Tobacco plantations -- almost the sole source of income in this poor area -- have been ruined.

    For several years this area has been the victim of drought, but during the past two weeks fickle nature has spun the coin the other way.
