Background: INTRODUCTION: The Libyan head of state, Muammar Gaddafi, has arrived in Lome, the capital of Togo for a four-day visit. The President of Togo, Lieutenant-Colonel Etienne Gnassingbe Eyadema, visited Libya in 1973 and 1976.

SYNOPSIS: President Eyadema greeted the Libyan leader at the capital's airport on Sunday (23 January). The visit coincided with celebrations marking the 10th anniversary of President Eyadema's rule. He assumed control of the country in a coup on the 13th of January, 1967. But friendly relations between Togo and Libya have developed only in the last few years, together with substantial trade.

Several ministerial visits have been exchanged between the two capitals. Dr. Ali Treki, the new Libyan Minister of State for Foreign Affairs, visited Lome earlier in the month and said that there are "the very solid links of friendship which unite our two peoples".

Libya has been importing Togo's agricultural products, partly in exchange for Libyan technical know-how. As the co-operation continues a Libyan community is being established in Lome.

Two years ago a defence treaty between the two countries was discussed but no details were released. According to press reports, Colonel Gaddafi's visit to Togo forms part of Libyan diplomatic efforts prior to the Afro-Arab summit in Cairo in March.
