    The fifth summit conference of 85 non aligned countries opened in the Sri Lankan capital, Colombo, on Monday (16 August) with a call for the withdrawal of foreign military forces from the Indian Ocean and the creation of a bank for the third world. In a fighting speech before 40 third world leaders, Sri Lankan Prime Minister Mrs. Sirimavo Bandaranaike declared that the new United States base of Diego Garcia in the Indian Ocean must be dismantled.

    SYNOPSIS: One of the first leaders to arrive at the conference hall was Yugoslav President Josep Broz Tito. Mr. Tito has governed Yugoslavia for over thirty years and was one of the founder members of the non aligned grouping of the world's nations. He was later to hear Mrs. Bandaranaike declare that the non aligned countries did not constitute a new bloc and did not consider any nation or any people as its enemy.

    President Kenneth Kaunda of Zambia, here being greeted with his wife by Mrs. Bandaranaike, spoke for African nations at the formal opening. He criticised non aligned nations for not giving enough assistance to liberation movements and said it was a painful reality that industrialised and developed countries sometimes gave more.

    Indian Premier Mrs. Indira Gandhi has less distance to come than any other third world leader. President Houari Boumedienne of Algeria was host at the last non aligned conference. As outgoing chairman, he sat on the left with Sri Lankan President William Gopallawa in the centre and Mrs. Bandaranaike on the right.

    Mrs. Bandaranaike proposed that the summit demand that the great powers withdraw their navies and military presence from the Indian Ocean which she proposed should be declared a zone of peace. She also suggested the third world should create a commercial bank to break into the monopoly of the developed nations multi-national banks.

    Archbishop Makarios of Cyprus paid a tribute to the host country.
