I WISH AT THIS STATE TO EMPHASISE ONCE AGAIN -- AS I HAVE ALWAYS DONE -- THE PERSONAL RESPONSIBILITY WHICH EVERY POLICE OFFICER BEARS FOR THE CONSEQUENCES OF HIS CONDUCT AND ACTION. IGNORANCE OF THE LAW HAS NEVER BEEN ACCEPTED AS A VALID EXCUSES FOR ANY MISCONDUCT OR ABUSE OF AUTHORITY. IT IS THEREFORE ESSENTIAL THAT ALL POLICE OFFICERS STUDY WITH CLOSE ATTENTION AND THOROUGHNESS THE POLITICAL PARTIES DECREE WHICH WILL COME INTO EFFECT WITH THE LIFTING OF THE BAN ON PARTY POLITICAL ACTIVITIES. LET EVERY POLITICAL LEADER STATE HIS CASE TO THE PEOPLE AND ALLOW THEM TO FORM THEIR OWN JUDGEMENT. THERE SHOULD BE NO RESORT TO COERCION OR ILLEGAL INDUCEMENT TO WIN SUPPORT DURING THE FORTHCOMING POLITICAL CAMPAIGNING. WE'LL HAVE TO TAKE FIRM MEASURES AGAINST SUCH IRREGULARITIES OTHERWISE THE ELECTIONS WILL NOT BEAR THE STAMP OF IMPARTIALITY AND ORDERLINESS. THE RESULTS OF THE FIRST GENERAL ELECTIONS OF OUR SECOND REPUBLIC SHOULD CLEARLY REFLECT THE WILL OF THE PEOPLE FREELY AND SPONTANEOUSLY EXPRESSED. (APPLAUSE)

HE CALLED FOR A STRENGTHENING OF CO-OPERATION BETWEEN THE ARMED FORCES AND THE POLICE SERVICE. IN HIS ADDRESS ON THE SIGNIFICANCE AND CHALLENGE OF THE RETURN TO CIVILIAN ADMINISTRATION MR HARLLEY SAID.
