ON FEB. 23 - THE THIRD DAY OF TALKS, HE INVITED GENERAL PHOUMI NOSOVAN, RIGHT-WING DEPUTY-PRIME MINISTER AND DEFENSE MINISTER.

    GENERAL PHOUMI NOSOVAN, HELD TO BE THE STRONG MAN OF THE ROYALIST REGIME, WAS OBVIOUSLY ANXIOUS TO DISCUSS THE DISPUTED PORTFOLIOS OF INTERIOR AND DEFENSE IN THE DIVISION OF CABINET SEATS IN THE PROPOSED COALITION GOVERNMENT.

    THE PRINCE, WHO HAS BEEN TRYING UNSUCCESSFULLY FOR NEARLY FIVE MONTHS TO FORM A COALITION GOVERNMENT OF THE RIGHT-LEFT-AND NEUTRALIST FACTIONS OF LAOS, APPEARED OPTIMISTIC AS HE BOARDED AN AIRCRAFT FEB. 26 TO FLY BACK TO HIS HEADQUARTERS ON THE REBEL-HELD PLAINE DES JARRES. HE SAID HE WAS SATISFIED THAT THE FIVE-DAYS OF TALKS WITH THE RIGHT-WING LEADERS HAD SHOWN HIM "MORE CLEARLY" THE WAY TO A SOLUTION.
