    The 15-nation NATO ministerial meeting draw to a close in Lisbon today (Friday) with a decision to explore the possibility of mutual troop reduction in Europe with the countries of the Warsaw Pact.

    The decision, issued in an official communique at the close of the Lisbon meeting, came in response to a call from Soviet Communist Party Chief, Leonid Brezhnev, for talks on mutual and balanced force reductions in Europe.

    Reports from Lisbon said the NATO Ministers had decided to reply to the offer by sending one or several special envoys to Moscow to explore the Soviet proposal.

    At the same time, General Juergen Bennecke, the NATO Senior Commander in Central Europe, issued a statement saying he needed more, not fewer, American troops. General Bennecke said there was no substitute for the American forces in Central Europe. "psychologically, politically and militarily."
