    When another round of negotiations ended in Islamabad, the Pakistani capital, on Thursday (21 October) India and Pakistan were no nearer to reaching an agreement on the design of the proposed Salal Dam in Indian-held Kashmir, which borders both nations.

    SYNOPSIS: The talks ended abruptly and the Indian delegation left for home earlier than anticipated. No explanation was given but it is known that Pakistan objects to the design of the Hydro-electric dam on the Chenab River on the grounds that it could restrict the flow of water into Pakistan. After the Indian delegation had returned to Delhi a joint communique was issued saying three sessions of talks has settled some differences but certain aspects of the design needed further study. Another round of talks will be held later to try and resolve outstanding points. The communique expressed the hope that the next round - which official sources said would be in Delhi - would reach a mutually satisfactory solution.
