    After slipping away from Johannesburg, Mar 28, two days before the South African Government declared a State of Emergency, Oliver Tambo, 41-year-old acting President of the banned African National Congress, arrived in Tunis, Apr 19. To greet him at the aport were M. Nouredin Ben Fadhel and M. Mokhehle of the Basutoland Congress Party.

    From South Africa Tambo crossed the border into Bechuanaland. Then he entered the Federation of Rhodesia and Nyasaland, going on to Kenya and Rome, before arriving in Tunis. The African leader is due to address members of the Panafrican Youth meeting which is now being held in Tunis.

    While the African leader was still in Nyasaland, a local magistrate rejected a request from the South African police asking for the return of Tambo and a fellow fugitive, Ronald Segal, a white South African magazine editor. The South African police claimed that it was a criminal offence to leave the Union without a passport, which neither of the men possessed.

    Before he leaves Tunis for London, Tambo will be received by President Bourguiba.
