    THE FINAL "DECLARATION" ISSUED TODAY (10 JANUARY) BY INDIAN PRIME MINISTER LAL BAHADUR SHASTRI AND PAKISTAN PRESIDENT MOHAMMAD AYUB KHAN AFTER THEIR WEEKLONG TALKS AT TASHKENT WAS PRECEDED YESTERDAY BY INTENSE TALKS WITH MR. KOSYGIN, THE PRIME MINISTER OF THE U.S.S.R.

    MR. KOSYGIN SAW BOTH THE INDIAN AND PAKISTAN PRIME MINISTERS THREE TIMES, SEPARATELY, YESTERDAY DURING A TEN-HOUR ROUND OF TALKS AIMED AT THE PRODUCTION OF THE FINAL DECLARATION.

    IN THEIR STATEMENT, MR. SHASTRI AND PRESIDENT AYUB KHAN PLEDGED TO RENOUNCE THE USE OF FORCE TO SETTLE THEIR DISPUTES AND SAID THEY WOULD WITHDRAW THEIR TROOPS FROM EACH OTHER'S TERRITORY BY 25TH FEBRUARY. THE TROOPS WILL BE PULLED BACK TO THE POSITIONS THAT THEY HELD BEFORE THE 22-DAY CONFLICT WHICH BEGAN ON 5TH AUGUST LAST.

    THE DECLARATION ADDED THAT THEY "CONSIDERED THAT THE INTERESTS OF PEACE IN THEIR REGION AND PARTICULARLY IN THE INDO-PAKISTAN SUB-CONTINENT AND, INDEED, THE INTERESTS OF THE PEOPLES OF INDIA AND PAKISTAN, WERE NOT SERVED BY THE CONTINUANCE OF TENSION BETWEEN THE TWO COUNTRIES."
    IT SAID THAT "IT WAS AGAINST THIS BACKGROUND THAT JAMMU AND KASHMIR (THE TWO TERRITORIES WHICH FORM THE MAIN DISPUTE BETWEEN THEM) WAS DISCUSSED, AND EACH OF THE SIDES SET FORTH ITS RESPECTIVE POSITION."
    THE TWO SIDES HAVE AGREED TO DISCOURAGE PROPAGANDA DIRECTED AT THE OTHER, BUT RATHER TO ENCOURAGE MEANS OF DEVELOPING FRIENDLIER RELATIONS BETWEEN THEM. NEITHER WOULD INTERFERE IN THE OTHER'S INTERNAL AFFAIRS.

    MEASURES TO RESTORE ECONOMIC, TRADE AND CULTURAL EXCHANGES WOULD BE CONSIDERED AND THESE WOULD BE DISCUSSIONS ABOUT REFUGEES, THE EVICTION OF ILLEGAL IMMIGRANTS AND THE RETURN OF EACH OTHER'S CONFISCATED PROPERTY AND ASSETS.

    PRIME MINISTER SHASTRI AND PRESIDENT AYUB KHAN SAID THAT THEY WOULD BE MEETING AGAIN.

    THEY THANKED THE U.S.S.R., AND MR. KOSYGIN IN PARTICULAR, FOR HIS "CONSTRUCTIVE, FRIENDLY AND NOBLE PART IN BRINGING ABOUT THE PRESENT MEETING WHICH HAS RESULTED IN MUTUALLY SATISFACTORY RESULTS."
