    Ministers of seventeen governments opened a three-day meeting in Vienna on Wednesday (28 March) to start mapping out an anti-pollution strategy for Western Europe.

    The meeting organised by the Council of Europe and is the first of its kind since the United Nations World Environment Conference in Stockholm last June. The major topic of discussion will be the environmental threat to Western Europe posed by rapid industrial development. The conference is expected to mark a new phase of intensified cooperation among West European governments.

    At the opening session, the Austrian Health Minister, Dr. Ingrid Leodolter, who is chairing the conference, warned of the spectre of turning the globe into a single refuse heap.

    She said the conference would provide a stepping stone to the control of man's influence on the environment.
