    THE TALKS -- HELD AT THE HOUSE WHERE THE PRINCE WAS STAYING -- WERE AIMED AT ARRANGING A MEETING, POSSIBLY IN CAMBODIA, BETWEEN THE TUNKU AND PRESIDENT DIOSDADO MACAPAGAL OF THE PHILIPPINES.

    PRINCE SIHANOUK, WHO WAS ON A TWO-DAY VISIT, HOPED THIS WOULD BE FOLLOWED BY THREE-POWER TALKS INCLUDING INDONESIA, WHICH, LIKE THE PHILIPPINES, OPPOSES THE MALAYSIAN FEDERATION. HE DENIED HE WAS MEDIATING IN THE DISPUTE.

    ALSO AT THE TALKS WAS SENOR MODESTO FAROLAN, THE FILIPINO AMBASSADOR TO CAMBODIA. AFTERWARDS, THE TUNKU SAID THE DISCUSSIONS HAD ONLY BEEN EXPLORATORY.

    ON THE FOLLOWING DAY, MR. ROBERT KENNEDY, THE U.S. ATTORNEY-GENERAL, HELD TALKS WITH THE MALAYSIAN LEADER.

    (EARLIER, ON HIS ARRIVAL IN KUALA LUMPUR, PRINCE SIHANOUK SAID THE SOLE PURPOSE OF HIS VISIT WAS TO EXPRESS "OUR SOLIDARITY" TO THE TUNKU AND HELP MALAYSIA FIND A SOLUTION TO HER PRESENT DIFFICULTIES).
