"HO CHI MINH HAS BEFORE HIM MORE GENEROUS PROPOSALS THAN EVER FOR A BOMBING HALT." MR. HOLYOAKE TOLD A PRESS CONFERENCE IN SAIGON.

    SHORTLY AFTER HIS ARRIVAL IN SOUTH VIETNAM ON SATURDAY MR. HOLYOAKE CALLED ON PRESIDENT NGUYEN VAN THIEU AT THE INDEPENDENCE PALACE IN SAIGON. THE TWO MEN LATER MET VICE-PRESIDENT NGUYEN CAO KY.

    TODAY MR. HOLYOAKE HAD A SECOND MEETING WITH THE SOUTH VIETNAMESE PRESIDENT. HE SAID AFTERWARDS THAT HE WAS WORRIED THAT HANOI HAD NO SERIOUS INCLINATION TO ACCEPT DE-ESCALATION OF THE WAR AND THAT THE NORTH VIETNAMESE STILL SHOWED NO SIGNS OF ACCEPTING A GENUINE OFFER OF A BOMBING PAUSE.
