    THE 17-NATIONS DISARMAMENT CONFERENCE RESUMED IN GENEVA TODAY (THURSDAY) AFTER A FOUR-MONTH RECESS. THE CHIEF SOVIET NEGOTIATOR, MR. SEMYON TSARAPKIN, SAID THAT UNITED STATES POLICIES IN VIETNAM AND THE DOMINICAN REPUBLIC THREATENED TO RENDER THE ARMS TALKS FRUITLESS.

    PRESIDENT JOHNSON SAID IN A MESSAGE TO THE CONFERENCE THAT DIFFERENCES AMONG MEMBERS ON VIETNAM MADE THE COMMON INTEREST IN PREVENTING NUCLEAR SPREAD AND CURBING THE NUCLEAR ARMS RACE ALL THE MORE IMPORTANT TO PURSUE.

    PRESIDENT JOHNSON SUBMITTED TO THE COMMITTEE A SEVEN-POINT PROGRAMME AIMED AT REDUCING THE DINNER AND DESTRUCTION OF WAR. AMONG ITS POINTS THE PROGRAMME CALLED FOR A TREATY AGAINST PROLIFERATION OF NUCLEAR WEAPONS IN ANY FORM AND FOR STRENGTHENING THE UNITED NATIONS.

    MR. TSARAPKIN DESCRIBED THE AMERICAN PEACE INITIATIVE ON VIETNAM AS A MANOEUVRE IN THE GENERAL CONTEXT OF THE U.S. MILITARY BUILD-UP IN VIETNAM.

    HE AGREED TO STUDY POINT-FOR-POINT A DRAFT TREATY TO PREVENT THE SPREAD OF NUCLEAR WEAPONS TO COUNTRIES THAT DO NOT ALREADY POSSESS THEM.

    BOTH THE UNITED STATES AND THE SOVIET UNION HAVE SUBMITTED SUCH TREATIES TO THE CONFERENCE BUT MR. TSARAPKIN DID NOT SAY WHICH ONE HE WAS REFERRING TO.
