    IN AN ATTEMPT TO PERSUADE THE AFRICAN POPULATION OF NORTHERN ANGOLA TO RETURN TO THEIR HOMES, THE PORTUGUESE ARMY HAS DROPPED THOUSANDS OF LEAFLETS ON THE TERRITORY. THE LEAFLETS ASK THE THOUSANDS, WHO FLED FIRST FROM THE TERRORISTS AND THEN FROM THE ARMY, TO RETURN TO THEIR VILLAGES WHERE THEY WILL BE GIVEN ARMY PROTECTION AND FOOD.

    WITH THE RECENT ARMY VICTORIES AGAINST THE REBELS IN NAMBUANGONGO, VILA VICOSA AND MADIMBA, THE ARMY HAS NOW CLAMPED DOWN ON REPRESSION AND REVENGE AGAINST THE AFRICANS WHICH WAS CARRIED OUT IN THE EARLY DAYS OF THE REVOLT. MOST OF THE POPULATION WHO HAVE NOT CROSSED INTO THE CONGO REPUBLIC ARE HIDING IN TERROR IN THE FORESTS.

    SENIOR ARMY OFFICERS FEEL THAT ONCE THEY CAN PERSUADE A FEW AFRICANS TO RETURN TO THEIR LANDS AND LIVE IN SAFETY, THE REST WILL HEAR ABOUT IT AND THERE WILL BE A MASS RETURN OF THE POPULATION. IN THIS WAY THE ARMY HOPES TO WIN OVER THE MAJORITY OF THE AFRICANS IN THE NORTH AND ISOLATE THE HARD-CORE REBELS.
