    The statement, made after a meeting of the 55-member Palestine Central Council, called for a meeting of Arab hard-line states to draw up a plan of action for the next phase of the Middle East conflict. The council said the National Front, compressing Syria, Algeria, the Libyan Jamahiriyah, South Yemen and the P.L.O., should be consolidated to improve its steadfastness and resistance.

    Background: In Syria, Palestinian leaders have reject ed the proposal for an Arab summit conference aimed at healing rifts in the Arab world caused by reaction to Egypt's peace initiative. In a statement issued in Damascus on Sunday (21 May), the Palestine Central Council called instead for a conference of Arab hard-line states, opposed top any compromise with Israel.

    SYNOPSIS: The Palestinian statement came just as the United Nations Assistant Secretary-General, Mr. Roberto Guyer, visited Damascus to talk about the situation in southern Lebanon with the Syrian Foreign Minister, Mr. Abdel Halim Khaddam.

    Later, in another part of the city, Mr. Guyer visited the headquarters of the Palestine Liberation Organisation to meet Mr. Yasser Arafat. The two men discussed the continuing presence of United Nations troops in the south of Lebanon, and the progress of the Israeli withdrawal. At a meeting on the same day of the Palestine National Council, the president, Mr. Khaled Al-Fahoum, condemned Middle-East peace plans.
