    SCOPE: This coverage is of Navy recruits wearing the "old" uniform and the "new" uniform.

    BACKGROUND: After 1 July, the Navy enlisted men will have a new image. Gone are the bell-??? trousers, blue jumper and white hat, familiar to three generations of ??? (since 1886) as the traditional "sailor suit" except for those who are due to be released from active duty up to 1 July 1976. The replacement for the old uniform will be a double-breasted dark blue coat with silver buttons, flared (or straight leg) trousers, white shirt, black tie and billed hat with white cover. Sailors finishing their tour with the Navy during the next year may continue to wear the old style uniform.

    The change is a result of retention studies and surveys conducted since the mid 1960's which indicated that career-minded sailors desire an updated image more in keeping with today's modern, nuclear Navy.

    The double-???, blue, officer-type uniform was instituted for enlisted men in pay graues E-1 through E-6 in June of 1971 with a two-year transition period that began 1 July 1973. That two-year transition, during which sailors could wear both new uniform and the bell-bottoms, ends tomorrow (with the exception noted before).

    There are no major changes to the dress blue uniforms of Navy officers and chief petty officers. They have had the blue double-breasted coat out with gold buttons for fifty years.
