Background: IN DUBLIN, OCT 5/6, OUTGOING PRIME MINISTER LEMASS AT HIS GOVERNMENT OFFICE, OPPOSITION LEADER DILLON AT HIS PARTY HEADQUARTERS, AND CROWDS AROUND NOTICE BOARDS IN THE STREETS AND AT TELEVISION SETS IN THEIR HOMES WATCHED THE MOUNTING FIGURES AS RESULTS CONTINUED TO COME IN OF ONE OF THE CLOSEST-FOUGHT GENERAL ELECTIONS IN THE HISTORY OF THE IRISH REPUBLIC.

FINAL COUNTING OF VOTES CAST ON OCT 4 SHOWED THAT MR. LEMASS' FIANNA FAIL PARTY HAD LOST ITS OVERALL MAJORITY. IT WAS RETURNED WITH 70 SEATS AS AGAINST 78 IN THE LAST ELECTIONS. FINE GAEL, THE MAIN OPPOSITION, GAINED 47 SEATS AS AGAINST 40. LABOUR INCREASED ITS STRENGTH FROM 12 TO 16. THE FARMERS DROPPED FROM 3 TO 2; THE REPUBLICANS KEPT 1; OTHER SMALL GROUPS LOST ONE OF A TOTAL OF 9.

AN INTERESTING FEATURE OF THIS YEAR'S RESULT IS THE APPARENT EXTINCTION OF SINN FEIN, THE PARTY WHICH SUPPORTS THE OUTLAWED IRA, THE IRISH REPUBLICAN ARMY. THEY LOST ALL FOUR SEATS OBTAINED IN THE 1957 ELECTIONS.

DESPITE THE SETBACK FOR HIS PARTY, MR. LEMASS HAS INDICATED THAT HE WILL OFFER HIMSELF AS PRIME MINISTER WHEN THE NEW PARLIAMENT MEETS ON OCT 11. FINE GAEL LEADER DILLON COULD BECOME PRIME MINISTER ONLY WITH THE SUPPORT OF THE LABOUR PARTY, BUT LABOUR HAS ALREADY DECLARED ITS INTENTION TO STEER CLEAR OF LINKING UP WITH ANY OTHER PARTY.
