    A NEW 20-YEAR AGREEMENT, UNDER WHICH NORWEGIAN FISHERMEN WILL BE ALLOWED TO CONTINUE TO CATCH DOGFISH AND BASKING SHARKS OFF NORTHERN SCOTLAND, WAS SIGNED AT BRITAIN'S FOREIGN OFFICE OFF LONDON TODAY (MONDAY). SIGNING FOR BRITAIN WAS MR. R. A. BUTLER, THE FOREIGN MINISTERS, AND FOR NORWAY, MR. ARNE SKAUG, THE NORWEGIAN AMBASSADOR TO LONDON.

    THE AGREEMENT WILL PERMIT NORWEGIAN VESSELS TO CONTINUE CATCHING DOGFISH AND BASKING SHARKS OFF THE NORTHERN COASTS AFTER BRITAIN'S NEW TWELVE-MILE LIMIT COMES INTO FORCE ON WEDNESDAY (SEPTEMBER 30). THE RIGHTS ARE RESTRICTED TO THE AREA AROUND NORTHERN SCOTLAND.

    THE AGREEMENT IS IN ACCORDANCE WITH AN UNDERTAKING BY BRITAIN IN 1960 TO GIVE NORWEGIAN VESSELS SIMILAR RIGHTS TO THOSE GRANTED TO BRITISH VESSELS WHEN NORWAY EXTENDED HER LIMIT TO TWELVE MILES IN THAT YEAR.
