    A NORTH VIETNAMESE PRISONER, CLAIMED TO BE THE EIGHTIETH CAPTURED BY LAOTIAN TROOPS, WAS PRESENTED AT A NEWS CONFERENCE GIVEN BY THE NEW LAOS DIRECTOR-GENERAL OF INFORMATION, KHAM CHANH PRADITH, IN THE CAPITAL OF VIENTIANE RECENTLY (8 APRIL). THE PRISONER WAS IDENTIFIED AS PHAN DINH LONG, A COMMANDO.

    THE 40-YEAR-OLD COMMANDO WAS SAID TO BE ONE OF THREE MEN CAPTURED DURING AN ATTACK ON THE LUANG PRABANG AIRFIELD, IN CENTRAL LAOS, A MONTH AGO. THE TWO OTHER PRISONERS WERE SAID TO HAVE DIED FROM WOUNDS.

    PHAN DINH LONG AT FIRST COVERED HIS FACE WHEN BROUGHT BEFORE THE CAMERAS, AND LATER MET MOST QUESTIONS FROM NEWSMEN WITH THE REPLY "I DON'T KNOW".

    MR. KHAM TOLD THE NEWSMEN THAT THE NORTH VIETNAMESE AND PATHET LAO HAD A THREE-POINT PLAN OF OBJECTIVES IN LAOS THIS YEAR.

    THESE INCLUDED THE DESTRUCTION OF ALL GOVERNMENT BASES IN THE MAJOR NORTH-EAST PROVINCES OF SAM NEUA AND XIENG KHOUNG, THE BROADENING OF THE SO-CALLED "LIBERATED" AREAS, AND ASSURING THE MAXIMUM USE OF THE HO CHI MINH TRAIL.
