    MORE THAN ELEVEN MILLION FILIPINOS GO TO THE POLLS NEXT TUESDAY (NOVEMBER 11) TO ELECT THEIR PRESIDENT, VICE-PRESIDENT, CONGRESS AND SOME SENATORS. THE INCUMBENT PRESIDENT FERDINAND MARCOS, LEADER OF THE NATIONALIST PARTY IS BEING OPPOSED BY LIBERAL SENATOR, SERGIO OSMENA.

    THE PHILIPPINES' ELECTORAL PROCEDURE IS SUCH THAT THE COUNTRY'S PRESIDENT AND VICE-PRESIDENT COULD BE FROM DIFFERENT PARTIES. THE TWO VICE-PRESIDENTIAL CANDIDATES ARE FERNANDO LOPEZ OF THE NATIONALISTA PARTY, AND GENARO MAGSAYSAY, A LIBERAL. THE MAIN ISSUES IN THE ELECTION ARE LAW AND ORDER; SOCIAL JUSTICE; LAND REFORM; FOREIGN POLICY; UNEMPLOYMENT; ECONOMIC STABILITY AND THE DISPARITY BETWEEN THE "HAVES" AND "HAVE-NOTS".

    CAMPAIGNING HAS REACHED ITS PEAK WITH BOTH PRESIDENTIAL CANDIDATES MAKING TOURS OF THE COUNTRY BY CAR, PLANE AND HELICOPTER.

    SENATOR OSMENA HAS ALLEGED CHARGES OF GRAFT AND CORRUPTION AGAINST PRESIDENT MARCOS AND HIS PARTY. THE PRESIDENT HAS DENIED OPPOSITION PARTY WHICH CONTROLS THE CAPITAL CITY, MANILA. HE SAYS THAT 78 PER CENT OF ALL CRIME IN THE PHILIPPINES IS COMMITTED IN MANILA.
