    AFRO-ASIAN MEMBERS OF THE UNITED NATIONS SECURITY COUNCIL HAVE PROPOSED THE MANDATORY SEVERANCE OF ALL MEANS OF COMMUNICATION WITH RHODESIA AS THE COUNTRY PREPARE TO GO TO THE POLLS TOMORROW TO DECIDE WHETHER TO ADOPT PRIME MINISTER IAN SMITH'S PROPOSED NEW CONSTITUTION. IN AN EVE-OF-POLLING SPEECH YESTERDAY (WEDNESDAY), MR SMITH MADE ACCUSATIONS THAT FOREIGN FUNDS WERE BEING USED BY OPPONENTS TO THE CONSTITUTION.

    THE CONSTITUTION ISSUE WILL BE DECIDED BY 91,000 REGISTERED VOTERS -- 81,500 OF WHOM ARE WHITE. IF APPROVED, THE CONSTITUTION WILL ENSURE THAT POWER WILL REMAIN OUT OF THE HANDS OF THE FOUR-MILLION AFRICANS IN THE TERRITORY.

    MR. SMITH, SPEAKING TO A BIG CROWD IN THE RHODES CINEMA, IN SALISBURY, DID NOT NAME THE OPPOSITION. HOWEVER THE CENTRE PARTY HAS BEEN WAGING IN EXPENSIVE ADVERTISING CAMPAIGN FOR A "NO" VOTE IN THE REFERENDUM.
