    AT THE INVITATION OF THE BELGIAN GOVERNMENT, TWO LEADERS OF THE BELGIAN U.N. TRUST TERRITORIES OF RUANDA-URUNDI ARRIVED BY AIR IN BRUSSELS, DEC 3. THEY WERE M. KAYIBANDA, PRESIDENT AND PRIME MINISTER OF RUANDA, AND M. NGENDANDUNDWE, DEPUTY PRIME MINISTER OF URUNDI, ACTING ON BEHALF OF PRIME MINISTER MUHIRWA WHO WAS UNABLE TO ACCEPT THE INVITATION.

    THEY WERE TO BE RECEIVED THE FOLLOWING DAY BY M.SPAAK, THE BELGIAN MINISTER FOR FOREIGN AFFAIRS AND FOR RUANDA-URUNDI, TO HAVE DISCUSSIONS ON POLITICAL AND ECONOMIC MATTERS.

    RUANDA AND URUNDI ARE DUE FOR INDEPENDENCE NEXT YEAR. IN THE SEPTEMBER ELECTIONS, THE REPUBLICAN PARMEHUTU, SUPPORTED BY THE MAJORITY BAHUTU TRIBE AND THE BELGIAN ADMINISTRATION, BECAME THE RULING PARTY IN RUANDA. IN A SEPARATE REFERENDUM, RUANDA REJECTED MONARCHIC RULE BY THE MINORITY WATUTSI WARRIORS WHO RULED OVER THE BAHUTUS IN THE PAST.

    ELECTIONS IN URUNDI PUT INTO POWER THE ANTI-BELGIAN UPRONA PARTY. NO PLEBISCITE WAS HELD ON THE MONARCHY WHICH IS WELL ESTABLISHED IN URUNDI. A STEADY STREAM OF REFUGEES HAS SINCE BEEN ARRIVING HERE FROM RUANDA, WHERE THE NEWLY EMPOWERED BAHUTU ARE REPORTED TO BE DOING THEIR UTMOST TO PREVENT A RECURRENCE OF WATUTSI RULE.
