    THE BRITISH MINISTER OF STATE FOR COMMONWEALTH AFFAIRS MR GEORGE THOMAS, AND THE SECRETARY GENERAL OF THE COMMONWEALTH SECRETARIAT MR ARNOLD SMITH, ARRIVED IN LAGOS YESTERDAY (FRIDAY) AS CIVIL WAR FLARED BETWEEN THE FEDERAL GOVERNMENT AND THE SECESSIONIST EASTERN REGION.

    ON THE SAME FLIGHT WITH MR THOMAS AND MR SMITH WAS THE NIGERIAN HIGH COMMISSIONER IN LONDON, BRIGADIER OGUNDIPE. MR THOMAS WENT TO NIGERIA FOR TALKS WITH THE FEDERAL GOVERNMENT LEADER, GENERAL GOWON, ON THE BLOCKADE OF OIL TANKERS FROM THE EASTERN REGION. THE BLOCKADE THREATENS TO CUT OFF ABOUT 10 PER CENT OF BRITAIN'S OIL SUPPLIES.

    MR SMITH HAD TRAVELLED TO NIGERIA TO DISCUSS THE WORSENING CRISIS BETWEEN LAGOS AND THE EASTERN REGION CAPITAL, ENUGU, NOW CAPITAL OF THE SELF-STYLED REPUBLIC OF BIAFRA. BUT THE CRISIS FLARED INTO WAR ON THURSDAY NIGHT, AND THE FEDERAL ARMY CLAIMED THAT IT HAD CAPTURED TWO KEY TOWNS IN ITS DRIVE ON ENUGU.

    THE FEDERAL ARMY ALSO SAID TODAY THAT IT HAD CAPTURED 500 TRAINEE SOLDIERS OF THE SECESSIONIST ARMY AND AN ARMOURY OF WEAPONS. RADIO BIAFRA, BROADCASTING FROM ENUGU, SAID THAT FIGHTING WAS STILL RAGING BUT INSISTED THAT FEDERAL FORCES HAD NOT CROSSED THE BORDER AT ANY POINT. ANOTHER BROADCAST FROM ENUGU SAID THAT THE EAST'S FORCES HAD PUT A FEDERAL ARMY COMPANY OUT OF ACTION AND KILLED SIX OFFICERS.
